Overall Purpose:

As part of the Facilities Business clerical team, provide administrative and supervisory support to management and other staff as required. 

Principal Accountabilities or Main Tasks:

1. Provide administrative support to Management and other staff as required to include but not limited to : 
a. Ensuring all site time is entered onto Concept and no time is missing for any engineers.
b. Allocate engineers/contractors to Reactive and PPM tasks to ensure all KPI&amp;#39;s are met for response and completion.
c. Ensure all associated risk assessment/certification of assets paperwork is complete and Concept is updated with all asset information daily.
d. Update PPM instruction sets to ensure all current regulations/legislation is conformed to in association with HVCA directive.
e. Have a good understanding of all Pre Planned Maintenance Tasks covered within our current contracts.
f. Issue our clients with costs for Repairs Arising from PPM and update asset information as required.
g. Update client with site specific information

2. Delegate tasks within the business, as considered appropriate, to ensure an overall administrative service is provided and helpdesk staff are fully utilised on a daily basis. 
3. Co-ordinate administrative duties within area of responsibility to ensure best practice is adopted and maintained. 
4. Provide guidance to helpdesk staff as required. 
5. Liase with clients regarding queries/updates on tasks.
6. Liase with contractors regarding queries/updates on tasks. 
7. Ensure accurate records are kept of all activities carried out to ensure referral at later stage. 
8. Provide a central focus for managers within the business and ensure consistence of application of procedures by all helpdesk members. 
9. Collate all information for billing purposes and assist billing clerk when required.

OVERALL PURPOSE

PRINCIPAL ACCOUNTABILITIES OR MAIN TASKS
1. Principally accountable for determining the testing requirements for all projects within the division whether SWTH or SMTH.
2. Ensure the laid down standards for Signalling Works Testing are strictly maintained by all staff engaged on testing activities.
3. Co-ordinate and integrate the qualified resources of own group, and qualified staff from other sources (as required), to both maximise productivity whilst not placing unreasonable demands on the available testing resource.
4. Direct the production of all Test documentation for all planned works undertaken by Signalling &amp; Control Systems; ensure that all such documents are checked and authorised.
5. Ensure that strict compliance takes place with the documentation requirements of all relevant Standards and that records are maintained in the manner, and for the duration, prescribed by Group Standards, Quality Systems, etc.
6. Manage the on-going certification, modular training and competencies of all STH certificated staff and maintain auditable records of all staff engaged on STH testing duties, and act as mentor to individuals undergoing the Authority to Work arrangements.
7. Undertake specific testing duties and responsibilities as required, right up to and including the role of Tester-in-Charge, Principles Tester for Major Projects/Complex Projects.
8. Maintain effective communications and good Industrial Relations with staff to ensure motivation and commitment to achieving Business Objectives.
9. Identify and document areas either of improvement to, and/or need for derogations/concessions to, laid down standards on Signalling Works Testing that may improve or maintain the absolute safety of the Signalling System and Rail Users.
10. Monitor and control T&amp;C cost base and ensure all works are carried out to tender allowables.
11. Assist in Rosters of Staff.

Ideal Qualifications &amp; Experience
* Corporate Membership of the Institution of Railway Signal Engineers is preferred but not essential.
* Minimum educational/academic qualification of HNC/HND.
* An in depth degree of knowledge and experience in S&amp;T. Engineering Principles, standards and practices, including experience in a responsible position in the Design discipline.
* Hold an IRSE license in the following categories - Test Manager, Testers In Charge andPrinciples Tester.
* Fully conversant with Company and Legislative procedures, policies etc.
